GAGNERGenerating Neighbourhood Employment Partnerships Through New Technologies

1. AIMS:

  • To establish a cross-border employability development partnership that will generate access to employment opportunities for communities from disadvantaged neighbourhoods in Medway and Grande-Synthe.
  • To make use of digital tv and multimedia technologies as a key communication method by which local people from these disadvantaged neighbourhoods can both learn how to present themselves to prospective employers and access information on new employment opportunities.
  • To equip local neighbourhood project beneficiaries with the confidence to present their skills and attributes to local employers, ultimately improving their ability to access new employment opportunities.


2. FRENCH PARTNERS:

Maison de l’Initiative – Grande-Synthe – Voluntary sector organisation core financed by the town of Grande-Synthe and government – core work is to deliver employment advice and employability support to local people.

Ville de Grande-Synthe – Town of Grande Synthe local authority responsible for population of around 45,000, part of the “Greater Dunkerque” conurbation of 300,000 people.

Fondation de l’Action Contre Exclusion (FACE) – Local partnership network involving the above two organisations and local employers, designed to enhance access to employment opportunities by local people.

French Local TV Channel – ASTV – TV Channel for the town of Grande-Synthe.

3. OBJECTIVES:

Bi-lingual Employability Development Programme Founded on Multimedia & Digital Television

3.1 To stage in target disadvantaged areas of Medway and Grande-Synthe especially tailored employability development programmes for unemployed jobseekers and those in low value employment, designed to enhance their ability to access new and higher quality employment opportunities.

3.2 To design the employability development programmes using multimedia and digital technologies, enabling local beneficiaries to make use of these tools to improve their self-confidence, self-esteem and motivation.

3.3 To train up employability development staff on both sides of the Channel in the use of digital camera and multimedia technologies, making use of expertise from the local TV channel in Grande-Synthe.

3.4 To make use of digital television and multimedia to:
  • Promote new employment opportunities in the neighbourhoods, working with local employers.
  • Connect up job seekers with potential employment.
  • Increase awareness amongst local employers of potential new recruits in the neighbourhoods.

4. ACTIONS:

  • The staging of employability assessments for local people at community venues, defining employability action plans with local people and making use of digital and multimedia technologies.

 

  • The delivery of an employability development programme, including:
• CV and application form writing
• Personal development and self-esteem
• Presentational skills – “selling yourself”
• Interviewing skills and techniques
• The culture and environment of work

 

  • The delivery of an intensive staff training programme in the use of digital camera and multimedia technologies, carried out by Grande-Synthe local tv Channel.

 

  • To prepare and produce presentations by jobseekers from both sides of the Channel which can be passed on to prospective employers, making multimedia adaptations of this presentations where appropriate.

 

  • Production of multimedia based promotional materials to publicise forthcoming employment opportunities.

 

  • Staging of “digital” jobs fairs at community venues, using multimedia and digital technologies to present employment opportunities in the heart of the target neighbourhoods.

 

  • One cross-border skills audit of employers and jobseekers from the target neighbourhoods.

 

  • Implement employability action plans with local people.


5. CROSS-BORDER DIMENSION:

  • A cross-border training programme of employability development staff in the use of digital technologies
  • Cross-border joint working on the staging of digital “jobs fairs” at neighbourhood
  • venues
  • Cross-border co-operation in the drawing up of employability development programme.
  • Cross-border staff exchanges to assist with staging of employability development sessions.

ADDED VALUE

The use of digital technologies in the neighbourhoods to enhance communication channels between local people and prospective employers.

Maximising access to employment opportunities by local people from disadvantaged neighbourhoods.

6. PROJECT MANAGEMENT – TRANS-NATIONAL STEERING COMMITTEE

A Trans-national Steering Committee, chaired by the lead organisation (Maison de l’Initiative) will oversee the delivery of the project.

The Committee will be composed of one representative from each partner organisation.

The overall aims of the Committee will be:

  • To clarify the timeframe for delivery of the project.
  • To reiterate project interim milestones and ensure targets are met.
  • To define remedial action in the event of delays.
  • To ensure the partnership agreement is respected
  • To monitor contributions by each partner organisation


There will be two local project committees, one in Medway and one in Grande-Synthe reporting to trans-national committee.

The Trans-national Steering Committee will meet at least three times over one year and up to six times in total.

7. PROJECT PUBLICITY:

  • Publicity film for GAGNER using digital camera and multimedia technologies
  • Information seminars on GAGNER to businesses
  • Use of existing neighbourhood newsletters
  • Joint web site presentation of GAGNER
  • Use of Medway Matters
  • Promotional flyers


8. TARGET OUTPUTS

  • 200 Beneficiaries in Medway (300 on French side)
  • 20 participating companies from Medway (20 From G-S)
  • 60 Beneficiaries from Medway accessing and acting on employment information through project GAGNER (100 on French side)
  • 3 Staff trained up in use of digital camera technologies (4 French side)
  • 6 Cross-border working visits to develop bi-lingual employability development programme
  • 1 Cross-border employability development programme.
  • 6 Trans-national Steering Group meetings.
  • 3 Community Venues used in Medway (3 on French side).
  • 1 Interim and 1 Final Report.
  • 1 Final Conference.
  • 1 Cross-border skills audit of jobseekers and employers.

9. STAGES OF GAGNER PROJECT

PREPARATION OF EMPLOYABILITY DEVELOPMENT PROGRAMME:

• Training up of staff in use of digital technologies.
• Joint cross-border preparation of employability development programme.
• Preparation of joint publicity materials
• Recruitment of local beneficiaries.
• Staging of information seminars with local companies


DELIVERY OF EMPLOYABILITY DEVELOPMENT PROGRAMME

  • Staging of employability assessments at community venues and defining of employability development action plans.
  • Drawing up of employment opportunities multimedia presentations with local employers.
